Sandra Kaas Steps into the Role of Co-Head of the Environmental and Spatial Planning Practice
We are pleased to announce that Sandra Kaas is taking on the role of Co-Head of RASK’s Environmental and Spatial Planning practice.
Since 2020, Sandra has been a driving force in the practice alongside partner Villy Lopman, and her experience speaks for itself. She has been involved in some of the most influential cases in the field, setting important precedents, including:

- Representing the Ihaste Residents Association regarding the detailed plan of the plots planned in Ihaste
- Representating the Päraküla Selts before the Supreme Court in dispute over deforestation in green infrastructure core areas
- Representing individuals in a dispute with the City of Tallinn regarding the partial invalidation of the detailed plan
- Representing an individual before the Supreme Court regarding the right to challenge the national maritime spatial plan
Sandra has advised on a wide range of projects in the field, from large infrastructure and renewable energy projects to residential and commercial real estate. She has supported ministries and professional associations on planning matters and drafting new legislative amendments, including writing several articles on topics related to the field.
