Karmen Kaplinski delivers guest lectures at the University of Tartu in spring 2022
In the spring semester of 2022, Karmen Kaplinski, an expert in the field of administrative procedure at RASK, delivered lectures on constitutional law to students at the Institute of Political Science at the University of Tartu.
Karmen specialises in administrative law in her day-to-day work, often dealing with the constitutional review of various legal restrictions affecting the activities of businesses. In a lecture series given at the University of Tartu in 2022, Karmen also combined theory with an in-depth treatment of issues related to the practical application of constitutional law – including applicability assessment – helping students to understand and independently assess the proportionality and constitutionality of, for example, the restrictions surrounding the Covid-19 pandemic.
Alongside her daily work, Karmen has lectured on constitutional law at the University of Tartu since 2019. She is a member of the working group for the first Estonian-language textbook on constitutional law.
