Field information
Public procurement is one of the core practice areas at RASK Attorneys-at-Law, where we advise both contracting authorities and tenderers, providing strong legal expertise at every stage of the public procurement process. In our daily work, we assist contracting authorities in preparing procurement documentation and conducting public procurement procedures, while supporting tenderers in preparing and submitting tenders via the Public Procurement Register. We advise both authorities and tenderers on all matters related to public procurement and contract performance and represent both contracting authorities and tenderers in procurement-related disputes in the Public Procurement Review Committee as well as in court.
RASK’s experience in the field of public procurement includes successful references across all major business sectors - from construction and spatial planning to maritime, defence, and IT. Among the most significant recent assignments in the field of public procurements include the organization and execution of the strategically important Narva-Jõesuu breakwater construction procurement; representation of Hendrikson&KO in a public procurement concerning the preliminary site selection for a special spatial plan, impact assessment, and the first phase of the strategic environmental assessment (SEA) report; representation of the Integration Foundation in several procurement disputes that have helped shape the procurement practice; successful representation of the State Information and Communication Technology Center in a major public procurement dispute concerning national telecommunication services; advising construction company Nordlin in various construction-related procurements; and the successful representation of Powergen OÜ in a procurement dispute regarding backup power construction works at the Estonian Academy of Security Sciences.
In addition to the above, RASK has extensive experience with various structural funds, which are often closely linked to the implementation of public procurements. RASK´s attorneys have advised contracting authorities on the use of structural fundings and on conducting public procurement procedures financed by such funds, as well as represented clients in disputes related to the recovery of structural aid.

Head of Practice - Keidi Kõiv
Keidi is a highly regarded expert in the field of public procurement and dispute resolution, with over 10 years of experience. Her expertise is further strengthened by a long-standing background in the public sector, having previously established and led the public procurement supervision function within the Rural Development Support Department at ARIB.
Keidi serves as a trusted partner throughout all stages of the procurement process, from strategic planning and preparation to execution and post-procurement oversight. She is also a highly regarded speaker with extensive experience delivering training and presentations at conferences and seminars for both public institutions and private sector companies.
