Head of Practice – Timo Kullerkupp

Timo advises clients on all matters relating to technology and intellectual property law and plays a key role in complex development, investment and cooperation projects. He leads RASK’s IP, IT and technology law practices and helps shape legal frameworks for some of Estonia’s most innovative and internationally oriented companies.

Timo advises on intellectual property strategy, commercialisation and protection, including in the technology, AI, defence and deep tech sectors. His work covers complex cross-border transactions as well as the structuring of IP-based business models, with a focus on clear rights allocation, risk management and value maximisation.

A key strength of Timo’s practice is his ability to combine legal precision with technological understanding and a strong business perspective. He is also deeply involved in regulatory matters relating to data-driven and emerging technologies, including the application of legal frameworks for artificial intelligence and data protection.

In 2024, Timo contributed to the international publication Law Over Borders – Data Protection, addressing the Estonian data protection framework and its application in cross-border contexts.
