Birgit Aasa participates in a study commissioned by the Foreign Affairs Committee of the Riigikogu
RASK’s expert on EU law Birgit Aasa (PhD) participated as a researcher in a recently completed study by the University of Tartu, which analysed whether Estonia should abandon its current position in favour of unanimity and support a more extensive use of qualified majority voting in the European Union’s common foreign and security policy.
The need for a swift and effective decision-making mechanism has increased significantly in a context where the EU is confronted with a wide range of crises and serious security threats, say the authors of the study. The issue of moving to qualified majority voting is particularly acute in the case of, for example, decisions on human rights and sanctions.

Birgit Aasa is highly qualified advisor in constitutional, EU and international law. Birgit also advises clients in civil disputes, focusing on regulatory issues, especially in the areas of public procurement and competition law.
Apart from her bachelor and master degrees from the University of Tartu, Birgit boasts a PhD as well as LLM degree in comparative, EU and international law from the European University Institute.
