RASK represents the Port of Pärnu in contesting a comprehensive plan adopted by the City of Pärnu in May 2021. The dispute concerns the lawfulness and justification of changing the principal purpose of a property near the Port of Pärnu as part of the comprehensive plan. This is a matter of principle about whether it is appropriate to allow the construction of any unspecified buildings on a brownfield site and whether an administrative body may postpone the resolution of disagreements between persons indefinitely, until further notice in subsequent planning and permit procedures.
