RASK represents the Port of Pärnu in contesting a building permit and road construction permit issued for the property located at Lootsi 10 along the Pärnu River.

The dispute concerns whether the City of Pärnu significantly violated the norms of procedural law and substantive law when issuing the permits and failed to assess the construction project in substance. Assessment in substance requires the administrative body to assess whether the project submitted to it is realistic and fit for purpose and to consider the possible alternative uses of the building.
