RASK consults developer in Ministry of Finance approval procedure for detailed plan.

Case

At the request of a developer, Luunja municipality initiated a detailed planning procedure for a new real-estate development. The planning area bordered the city of Tartu. After its adoption, the detailed plan was put on public display, during which the City of Tartu submitted an opinion requesting that Luunja municipality or the developer pay part of the costs of building a street within the city limits. The city once again submitted this request during a Ministry of Finance approval procedure for the detailed plan.
