RASK advised Evecon on the development of the largest solar park in the Baltics
Case
Under the leadership of sworn advocates Ramon Rask and Marina Lapidus, RASK
advised the energy company Evecon, in cooperation with the international
investment fund Mirova, in the development of the largest solar park in the
Baltics, established in Kirikmäe, Pärnumaa. This landmark project, with a
production capacity of 77.53 MW, surpasses Estonia's previous largest solar
park by more than double and annually covers the electricity needs of
approximately 35,000 households.
The RASK team advised Evecon throughout the transaction – from structuring
the project and drafting the development agreement to addressing regulatory
issues and designing mechanisms for revenue sharing with the local community.
We also helped shape an innovative profit-sharing model signed with the
Lääneranna municipality, creating a new dimension in collaboration between
renewable energy projects and local communities.
In addition to the development phase, RASK also advised Evecon's subsidiary, Wiso Engineering, which carried out the construction of the solar park. Considering the exceptional intensity and scale of the construction period – at peak times, nearly 250 people worked on-site – our role in solving practical legal matters, including construction contracts and ensuring the smooth progress of the project, was of central importance.
We are pleased to contribute to the joint goal of Mirova and Evecon to reduce the regional CO₂ footprint and strengthen energy independence – especially at a time when the speed and scale of clean energy production are setting new standards across the Baltics.
