RASK Advised Smartecon on an EPC Contract for the Construction of One of the Largest Battery Parks in the Baltics

Case

RASK Attorney-at-Law Marina Lapidus advised Smartecon, part of Verston Group, on the conclusion of an engineering, procurement and construction (EPC) contract for the Raudsepa battery park.

The battery park, to be constructed in Tsirguliina, Valga County, will have a capacity of 192 MW and an energy storage volume of 420 MWh, making it one of the largest battery parks in the Nordic and Baltic countries. The contract covers engineering, equipment procurement, construction, commissioning, and ensuring compliance with grid code requirements. The scope of work also includes the construction of a 330 kV substation.

Smartecon will be responsible for the entire project, from design through to commissioning. One of the project's key technical challenges is integrating the energy storage equipment, control systems, and substation into a fully functioning system.

The Raudsepa battery park will help balance electricity generation and consumption while strengthening the reliability of the electricity system. The project is owned by Taaleri Energia's SolarWind III Fund, a co-investor in the fund, and KJK Fund III, managed by KJK Capital. The battery park is expected to become fully operational in November 2027.
