Karmen Kaplinski

Karmen specialises in state administrative law and advises clients mainly in the field of economic administrative law, including resolving questions and disputes related to authorisations and the freedom to conduct a business.

Karmen is valued as an expert in resolving various issues and disputes related to general and detailed plans, having extensive experience in advising local governments, ministries, developers and private individuals. Karmen also often represents clients in environmental permitting procedures.

Karmen is a lecturer of constitutional law at University of Tartu since 2019. She is also one of the co-authors of a new textbook on constitutional law, currently in development.
